Isaac Billy Skipper Jr., 44, died Tuesday, June 27, 2023 at MUSC Lancaster. Funeral services will be held 2:00 pm, Saturday, July 1, 2023 at Heath Chapel United Methodist Church with Rev. David Ussery officiating. Interment will follow in the church cemetery. The family will receive friends from 1:00 pm to 2:00 pm, Saturday, July 1, 2023 at Heath Chapel Methodist Church. Billy was born December 9, 1978 in Savannah, GA and was the son of Eulah Mae McKeown and the late Isaac Billy Skipper, Sr. He attended the schools of Long County High School in Ludovici, GA. He was a postal worker and member of First Baptist Church in Ludovici, Ga. In addition to his mother, he is survived by his stepfather Lee McKeown; one sister, Angie Fowler (Kenny) of Ludovici, Ga and many nieces and nephews. He was preceded in death by his father, Isaac Billy Skipper Sr. and sister, Melinda Reddish. Pallbearers for service will be Chase Nobles, Ashton Havanio, Brandon Bleir, Roy McKeown, Casey Fowler and David Morris.
